Gnome 45 and 44 not powering down monitor

I'm finding since Gnome 44 that if I keyboard lock the screen the monitors power down nicely.
If I let Gnome lock the monitors after a delay, it will never power off the monitors,  They remain powered which one can see in dim light.

Can anyone provide clues as to the issue or how to go about troubleshooting this issue?

So from keyboard shortcut called "Lock Screen", the screen blanks and the powers down the monitor - good
If Gnome "Power Saving Options" -> Screen Blank kicks in it blanks the monitor but NEVER powers it down.

Thanks in advance for any help debugging this.

Well turns out this seemed to be caused by the systemd "suspend.target" file being linked to /dev/null.  This was a left over from some releases ago when GNOME in a moment of infinite stupidity decided one did not need a "Power down" option and only offered SUSPEND instead.  The link to /dev/null of suspend.target was a solution offered by folks and it indeed solved the issue....for a while.  Deleting the suspend.target link appears to have fixed this issue.
