Nvidia A3000 on HP Zbook Fury G8, low TGP after suspend

Not sure if this is Arch related, but since I am using Arch i will ask here.

A3000 in my laptop is set to 80w TGP by default (90w max according to nvidia-settings), and that works just fine, when i do nvidia-smi or nvidia-settings after fresh boot, i see 80w.

But when i suspend and then resume, TGP goes down to 35w and it is stuck there

After reboot:
nvidia-smi
journalctl
dmesg

After suspend/resume:
nvidia-smi
journalctl
dmesg

I also read on nvidia forum that some people fixed it by starting nvidia-powerd service, but for me it gives me an error:

terminate called after throwing an instance of 'std::runtime_error'
  what():  cpuid_error
