I changed my computer from Intel to AMD platform while keeping the GPU and Arch installation.
After this change KDE became choppy: if you move a window it looks as if the refresh rate of the monitor was 30 Hz or lower. It wasn't like this on Intel
Other DEs: Cinnamon and MATE work smoothly.
The monitor is set to 60 Hz, 4K.
Latest proprietary Nvidia drivers, RTX 3070
KDE sometimes switches to a smooth experience, only to swap back to the choppy one after a short time, and then it can switch back.
Changing powermizer in nvidia-settings to performance does not fix it.
I do have amd-ucode installed and in /boot/initramfs-linux.img
I disabled the built-in AMD iGPU in the processor. It did not help. (Radeon kernel drivers were crashing in kernel at boot)
Running glxgears in the background does not help. (glxgears run at 60 Hz in Vsync)
My settings:
Nvidia settings:
Force Composition Pipeline: ON
Force Full Composition Pipeline: OFF
Sync to VBlank: ON
Allow Flipping: ON
Allow G-SYNC: ON (I do have a GSYNC monitor)
Enable G-SYNC Visual Indicator: ON

PowerMizer: Auto (does not change anything)
/etc/profile.d/kwin.sh:
export KWIN_TRIPLE_BUFFER=1
export __GL_YIELD=USLEEP
export __GL_MaxFramesAllowed=1
KDE system settings:
Compositor -> Compositing: Enable on startup
Compositor -> Allow applications to block compositing: OFF
