HDD in USB enclosure ignoring `hdparm`

Hi,

I just got me a refurbished enterprise HDD that I put into an external USB enclosure.
Right now it does not seem like I can configure the drive through `hdparm`.

`hdparm -I /block/device` reads:

As you can see I have currently disabled APM with `hdparm -B 255`. This does not have any effect, however.
The drive spins down after approx. 5 minutes. Also setting this to 254 does not seem to do anything to change its behaviour.

`hdparm -S` reads:

  -S: bad/missing standby-interval value (0..255)

which makes me suspect that setting this will also have no effect? I have tried setting values like 241 (30 mins), but again, without any actual change to the behaviour of my disk.

It is a 7200 RPM drive and the noise generated by spin-up is quite annoying, especially if it happens every ~6 minutes. Is there any other way to configure hard drives? Or is the hdd enclosure the limiting factor here; Maybe, it is responsible for the drive ignoring the commands? It is a relatively cheap aftermarket enclosure I got from amazon.

Any ideas on how I could continue debugging this?
