Various power cycle issues with my PC

Hi all,

I'm encountering a variety of issues that I simply have not been able to fix with online solutions, so I'd appreciate some help here.

Sometimes (I have not been able to get to a common denominator for when it happens) my PC has issues booting, shutting down or waking from sleep:
1. When booting, sometimes after the kernel is initialized from GRUB, my GPU fans start spinning very fast and the system does not boot, TTYs are inaccessible and the computer doesn't respond.
2. When shutting down, the computer doesn't actually power down, but reboots instead. This happens regardless of whether I shutdown from the terminal or through KDE.
3. When waking from sleep, my network has limited connectivity and does not work until rebooted.

These issues are very annoying and I have not been able to get any of the fixes I found online, including passing quirks parameters for the kernel, disabling all devices on my motherboard allowing Wake-on-LAN, and disconnecting devices before booting. The issue has also been transient through multiple system upgrades, and kernel versions.

My motherboard is an ASUS B650E-I, my CPU is a Ryzen 7 7700 and my GPU is a Radeon 7800XT.

Any leads would be appreciated. I don't know if there's a way to get dmesg output from a previous boot because I can't get it if the system is inaccessible.

This seems to affect issue 1, glad to know that one is on the radar!

The others are longer lasting issues though, I encountered them before 6.7 too.

This is an issue with shopping list topics,  in that they are only of use to one particular person.  Please pick one issue and post the full system journal for a boot with the issue.  Does the system dual boot with any other OS?
