LightDM - User Switching Problems

System:  LightDM, lightdm-gtk-greeter, and Cinnamon on an Intel NUC machine, with 2 users

Single login works correctly for all users.

It is possible to use the Switch User function from any user, but once switched, the second user's account no longer responds to either the Logout or Shutdown functions in the main menu. I do not use the Switch User function very often, but I know it used to work.

"dm-tool switch-to-greeter" allows switching back to the previous user, with normal function of Logout/Shutdown functions for the first user.

I have edited /etc/lightdm/lightdm.conf to uncomment "allow-user-switching=true" but without success.

I would be very grateful for any ideas on how to fix this problem.
