Install games by account

I am using 3 accounts on one PC.
My daughter, son, and I all use Steam, so we install the same games on each account.
This makes it difficult to handle hard disk capacity.
When installing a game, isn't it possible to install it in a public folder
instead of in a local account so that three people can share the game?

Just add another library directory to each account and put all the shared games there.  This is covered in the Steam wiki page in the "library folders" section and again later in the context of sharing with another OS, but the same applies between users on the same OS.
