/proc/acpi/ibm/fan says speed: 0, but the fan is on full speed

I'm having a weird issue where I can hear the fan on full speed, but /proc/acpi/ibm/fan says it should be off, and the temperature is low. Anybody know potential reasons why or how to fix it? Running on a Thinkpad T14s, AMD gen 1
