After the upgrade from Plasma5 to Plasma6 the drag&drop functionality for reorganizing icons in QuickLanch has gone.
Both, in Wayland and X11 sessions.
I mean the "stock" plasmoid by David Rosca from kde.org coming with 'kdeplasma-addons'.
I have spent some time on digging through the Internet but didn't find any information related to this issue.
Also after upgrading Plasma in Arch in virtual machine - same result. No drag&drop.
What did I miss?... Is it "by desing" like this?...

While waiting for the solution I have found a (primitive) workaround:
- you have to logout and login as another user having sudo privileges
- go to your original user's ~/.config/ directory
- open in editor (with sudo) the file 'plasma-org.kde.plasma.desktop-appletsrc'
- find the line beginning with "launcherUrls=" and manually reorder entries
- save, logout and login as the original user

I don't think it is necessary to go to another account. I edited that file while logged in, saved it, and logged out. That's all there is to it!
