Root access to TigerVNC headless session ?

I manage a machine that is used by several people for remote headless sessions using tigervnc through systemd. I'm trying to figure out if it's possible for me to log in to their remote session to see if they have any active programs running. This is basically so I can time updates/restarts and not kill any jobs they have running in the background. I know it possible to tell if they are logged in and what apps they have open, but I also need to be able to tell if those apps are currently doing something (e.g., running code), hence why logging in would be easiest.
