kexec reboot sticks at black screen when invoked twice in a row

Hi all, having a small problem where kexec rebooting from an already kexec rebooted system hangs at a black screen after the shutdown phase.
It does not seem to be making it into the kernel or init again because `journalctl --boot=-1` shows messages from the first time kexec'd system
