Unable to passthrough a USB mouse to a Windows 7 QEMU VM

Hello.

I've been trying to setup a near-bare metal Windows 7 VM lately,
and so far everything's been good.
I've managed to passthrough a GTX 970 to it, a 500 GB HDD,
and my soundcard, as well as managed to pin some CPU cores.

For all of this I use KVM/QEMU/libvirt/virt-manager, as well as GPU Passthrough Manager.
I use SeaBIOS for this VM, mostly because Win7 just wouldn't start under OVMF.
It did start under CSM OVMF, but that didn't work with GPU passthrough for some reason,
so I just resorted to SeaBIOS.

And all is good, except for my mouse just not passing through most of the time.
I tried rebooting my host system, and it did help once,
but after I rebooted the VM to install a driver, the mouse went back to host somehow,
and so for all the subsequent launches/reboots of the VM.

What confuses me the most is that my keyboard passes through just fine,
even though both are USB, both are added the same way, and are in the adjacent slots.
My Windows 10 VM recognizes both keyboard and mouse just fine, though it does use OVMF.
