The title says it all. My PC instantly reboots after shut down.
What I have tried:
Turn off "Wake On Lan" in BIOS.
Upgrade BIOS.
Disable every enabled device in "/proc/acpi/wakeup".
Send "pcie_port_pm=off pcie_pme=nomsi" to kernel parameter.
But still, PC doesn't shut down after poweroff. I can only turn it off by pressing power button about 5 seconds.
When the computer restarts, I check the Wake-up type with dmidecode and it is "PCI PME#".

Sometimes A BIOS upgrade still keeps your old settings.
BIOS -> Settings -> platform power (set everyting to default)Then try to shutdown with a Live USB bootdrive.

Unfortunately, I couldn't fix it although I tried almost every setting in BIOS.
I tried to shut down from live usb, but didn't work.

Check your motherboard Front panel headers, if you mixed up power pin with reset pin.
And also the latest BIOS version for this board should be F30

Double checked MB front panel, pins are connected right.
And also the latest BIOS version for this board should be F30
BIOS is already version F30 with default options. I even tried downgrading BIOS version to F24 and F2 but no luck.

As I understand, You can shutdown with live usb drive, but the computer restarted instead of powering off, it means the problem could be on hardware side. Remove GPU and other PCI devices and try again.
