Here's the sequence of events:
1) Boot laptop - swap fails
2) Can't do swapon, must do mkswap and then swapon
3) Reboot laptop - swap fine, hal fails to start
4) Reboot everything starts fine
This sequence of events has happened twice in the process of me trying to fix my KNetworkManager. It did work but now I'm getting "No network device found" however logging as root works fine.
Since the last boot since KNetworkManager worked properly, all I did was add my user to the storage group and install totem-xine.
Here's my daemons if it matters:
syslog-ng ipw3945d network netfs crond hal acpid powersaved portmap fam alsa dhcdbd networkmanager kdm
Any thoughts?

Ok. I figured out the KNetworkManager problem. I somehow knocked myself out of the users group.
If anyone has any suggestions as to why the other swap and hal problems are occurring though it would be greatly appreciated.

`cat /etc/fstab | grep swap`
Get anything from that?
If there is nothing, you need to add an appropriate line in fstab for the swap partition. If there is, see if everything is correct.
