Try to put it over a mixed background and see whether there's a color split in the middle of the cursor.

Its color changes to white. It happened after I reinstalled the OS from ext4 to btrfs on LVM.

Changes to "white" from what (black?) on what background and in what context? What do you *expect* to see? And how did you determine the color? A color picker or your eyes?
The cursor in the video is very most likely just translucent, you can use a software cursor , https://wiki.archlinux.org/title/Sway#No_visible_cursor but I'm really not clear whether you concern the behavior or are just looking for a different cursor theme.

I should've added the
exec-once = hyprctl setcursor catppuccin-frappe-sapphire-cursors 36into my hyprland config file.

Ie. you were lookign for a completely different cursor theme.
