Where can I find upgpkg?

upgpkg show up a lot on gitlab which makes me wonder where to find it.
Unfortunately because it shows up so many times it's not possible to google it, and I can't find anything in the wiki and the forums.
Where can I find this, presumable, script?

Whenever a package is going to be published on the official repositories using the command pkgctl release the default commit message will be upgpkg <version>

Usually this default commit message is not changed.

So there's not an upgpkg script but the tool used for those is pkgctl
