Ok, this is embarrassing. 
How do I get the user pane to show up in the sidebar as per the screenshot in the xchat-gnomes Documentation - Getting Started section. ?

it's there,
the pane is rolled? up.
if you move the mouse towards the edge of the windows you should be able to resize it.
