Nvidia GPU fan doesn't slow down and nvidia-smi shows 0% fan

I have a single Nvidia GTX 960 with driver version 555.58.02, and whenever I run some AI workload, it ramps up the fans to full, but nvidia-smi reports 0% in the "GPU Fan" column.
Even after the workload has finished, the fans never slow down unless I restart the system.

Before anybody says anything in regards to the card not being supported.. it is: https://download.nvidia.com/XFree86/Lin … chips.html .  I would for the time being use something like https://github.com/f-koehler/nvidia-fancontrol to manually turn it down. The driver SHOULD be slowing it down (considering it isn't overheating). But honestly, when was the last time you repasted the card? I would definitely try cleaning and pasting the card and then coming back here for some help.

The fans work fine under Windows. Unfortunately, I think the nvidia-fancontrol only works under x11 (it requires nvidia-settings).
