Can't seem to find a fix or anyone who has the same issue (all other posts seem to be talking about "ghost stuttering" or input-lag), so I figured I'd give it a shot and make a post here. Been bugging me for awhile, and can't play a good chunk of my games because they'd be less enjoyable with a controller/Steam-input.
I've tried with two different keyboards, and used to dual-boot alongside Windows where it worked fine, so I know it isn't a problem with my hardware. The best way I can describe it is that it doesn't register that I'm playing a game and instead seems to think that I'm typing into a document: instead of me moving right by holding down the D key (input: hold D), it'll register my input as repeating D (input: DDDDDDDDDDDDDDD). Sometimes it'll hold it down properly for a couple seconds (or even for something like five minutes), but it'll start doing it again not too long after.
Controllers work perfectly fine, but they aren't preferred for a lot of games like Terraria or Starbound. I uninstalled ibus (I use fcitx5 for everything anyway and haven't encountered any issues since deletion) and unchecked the box for ennumerating key-repeats in fcitx's settings, but neither did anything.
Is this a known problem with Proton/Wine or Hyprland? Am I missing something? I have a vague memory of turning on a setting that might be the culprit, but I'm near-certain I've flipped over every stone in that regard, so perhaps not?
Any ideas or suggestions will be greatly appreciated.

Turned out to be an issue with proton at the time. Sorry for not editing this earlier: I'd forgotten about it by the time it was fixed.

problem seems to be back on current versions.
using lutris or steam, same stuttering.
is there anything we can try?

Yes open a new thread and be absolutely sure this only affects Proton/Wine and is not a general issue with either the hardware (test a different OS) or the kernel (test a known working kernel)
