Hello Arch Forums! It's a pleasure to finally be posting here, as an Arch user of nearly 2 years now!
As the title suggests, the new 6.10 kernel update broke my Fn+F-key bindings. After reverting the kernel to 6.9.9, along with linux-headers and linux-api-headers, all functionality seems to have been restored. As the function key is governed by the EC firmware, my guess is that this is a problem with a kernel module (which one though, I haven't the faintest idea.)
I ran evtest and found that inputs to Fn+F1/F2/F3 didn't translate to the relevant XF86Audio keys, and likewise none of Fn+F7/F8 translated to the relevant XFMonBrightness keys, instead, they merely just returned input for F1/F2/F3 and F7/F8. I'm running Hyprland with a config that explicitly uses those XF86 keys for volume/brightness controls, so as I see it there is no reason that neither evtest nor Hyprland wouldn't pick those up and respond to input. I'm presently running with the 3.04 version of the 13th Gen Framework 13 firmware, and tonight I'll try upgrading to 3.05 (which only sent out in the last two weeks) to see if that fixes the issue with 6.10.
Do you guys have any suggestions for tests or commands to run to try and debug this issue in greater detail?
Cheers,
Kraken

Interestingly enough I experienced the same issue yesterday evening, when I upgraded to 6.10, which also was not fixed by several reboots.
But now the functions keys are magically back working, I don't know what package I updated to get them working again, but they do.

I can also confirm that now they seem to be working! I am genuinely not sure what changed, all the packages appear to be exactly the same as they were, so it's a mystery to me. In any event, this all seems to work now. And as a final note I'm still on the 3.04 Firmware.

Interesting, I upgrade to 6.10.1 now and the function keys are broken again.
