pacman -A

i download package (Ater-1.2.tar.bz2)
and i tried to install him

sudo pacman -A /home/chch/Desktop/Ater-1.2.tar.bz2

but i get error

loading package data... load_pkg: missing package info file in /home/chch/Desktop/Ater-1.2.tar.bz2

Arr, it ain't a proper pacman package. Those have .pkg.tar suffix.

You need to actually build a package.  That is a source archive.

Try checking the wiki for "Arch Build System" - also, look at aur.archlinux.org
