Failed to start virtual console setup

I get this error when I boot arch from GRUB. I have tried many things from a USB live boot and haven't been able to fix it in the 2 days straight!!!  of trying. I have editing the /etc/vconsole.conf and /etc/mkinitcpio.conf to no avail: I have change the KEYMAP to us, uk, de-latin1, de, etc and edited FONT and have tried removing the hooks from mkinitcpio.conf. Looking in the journalctl logs here's what I can see:

I have even tried reinstalling arch and that didn't even work. I am duel booting with windows in GRUB which doesn't seem relevant, this seems to be an issue with systemd-vconsole-setup.service.

From the chroot:

ls -l /usr/share/kbd/keymaps/i386/qwerty
pacman -Qikk kbd

Also post and then simply move away /etc/vconsole.conf

Regardless, 3rd link below. Mandatory.
Disable it (it's NOT the BIOS setting!) and reboot windows and linux twice for voodo reasons.
