Hi,
I have a Thinkpad p14s with an intel i7-1280P CPU.
The processor can reach 4.8GHZ but I see it always working around 1GHz, even when I compile some C++ software watching some video in streaming (in gnome).
Never saw it working above 1.5GHz or something like this.
I installed TLP.
How to test the frequency scaling and/or fix this stuff?

I disabled TLP and nothing changes.
I am using a gnome extension (top hat) to monitor the frequency, I don't know if it is reliable.
However, I have some small "freeze" when I try to do multiple things at the same time (not particular heavy) and I see the CPU running at 0.7GHz (so the reading looks credible).

i have the same cpu and i'm using throttled ever since i got this notebook, because of the heavy throttling... my hope was that this would be fixed in kernel at some point, but it seems like, no. i have linrunner's tlp installed as well but at the time i was testing it couldn't fix it, but that was in 2022 so my info might be outdated.

It looks like this fixed my problem.
It is really strange (at least to me) that the kernel is not managing the CPU well...
Is this solution compatible with TLP?

glad it helped! yes, i'm using both at the same, works great but:
only throttled’s dynamic HWP_Mode setting interferes with TLP’s actions. If you want to use it, disable the feature in TLP by configuring CPU_ENERGY_PERF_POLICY_ON_AC=””
Does TLP conflict with other power management tools?
