Systemd-boot going to EFI Shell Instead of Windows

I have Windows installed on a separate SSD. I have been attempting the following configuration:

title   Windows
efi     /shellx64.efi
options FS2:EFI\Microsoft\Boot\bootmgfw.efi

To boot it. It does not boot Windows, and instead sends me to an EFI shell. However, if I run "FS2:EFI\Microsoft\Boot\bootmgfw.efi" from the shell, it boots fine. Is this a dumb issue with my config, or something else? shellx64.efi is inside my boot partition, and Windows does not have its own boot partition. Windows is using MBR, while the drive with Linux and /boot are GPT. I can also boot Windows without issue from my Bios' boot select. I am in UEFI-only mode in my Bios.
