Custom Region Format in Gnome

Hello,
I get to problems when i use gnome default format types for examples in my country we use A4 as default and every day use
and we use language that isn't in good relationship in terminal (character tearing or it seems there is space between characters), Latin isn't used in our language in general (never).
so when i use my default format in my region in terminal i have problem reading date and month.
and when i chose US America format for my default format it use letter for default paper and etc.

you know i want to make a custom region format that use A4 as default and English for displaying month in terminal and change to pound and using ISO time format you know what i mean i believe.

is it even possible to do it? i have xfce too if it's possible to do in that DE.
