I just installed archlinux and I'm trying to play some games, specifically TF2, but I get incredibly poor performance and high CPU usage (100% on all threads).

It seems like you are not using the GPU, but instead it is using the CPU

lib32-nvidia-utils is not installed so you don't get acceleration for 32bit clients, I strongly suggest you fix that. And due to it being a logical inference of you pressing enter blindly on steam install, after having done so get rid of amdvlk and lib32-amdvlk
