You can send you IP to accountsupport@archlinux.org and I can take care of it from there ... Did you do anything before that may have gotten you banned?

I only installed and updated packages. A few times I fixed issues with bad signatures and maybe did something suspicious from a traffic perspective.

AUR helpers have triggered the quotas in the past, maybe it's also some custom script to check for updates or, if you're super-unlucky, you could have inherited a banned IP when you got a new one from your ISP.
Monitor your local traffic to the AUR to not run into this again tomorrow.

I got answer from accountsupport@archlinux.org and it likely some weird ban from my country. Strange, that mobile Internet is not affected.
