Weird Screen Resolution Issue with Steam

When I launch Steam, it causes both monitors to go black and then it displays my HDMI -> DP monitor incorrectly and it only seems to happen after a fresh startup.

When the screens come back, the straight DP monitor is the correct resolution, the HDMI -> DP monitor is set to 1024x768 and

xrandr

displays an absolutely nutty table of resolutions, with the highest available being 1600x900.

What I've tried:

1. Disable compatibility mode in Steam Settings. After reboot, the black screen issue still happened.
2. Disable scaling text and icons to match monitor settings. (Don't know if this will fix it yet)
3. Unplug the HDMI port and plug it back in, then in konsole run:

xrandr --output HDMI-0 --mode 1920x1080

Any other solutions for Steam? I'm using the native Arch package for the launcher.
