The E16's official package isn't mantained anymore, so can I create a package in AUR?

No. It is against the rules to upload a PKGBUILD in AUR for a package already in an official repo. You can create an updated package for yourself but don't submit it to AUR.

Even if e16 doesn't have a specific maintainer, it is still maintained by the dev group and will be updated when a dev will have some free time.
