i am new to arch so i'll list all of the steps i took:
1. install arch (all of the base packages and nothing else)
2. pacman -Sy
3. pacman -S apache (all went OK)
4. /etc/rc.d/httpd start (FAIL)
then i searched the forum and saw some posts that may help so i:
5. comment out:
#LoadModule unique_id_module modules/mod_unique_id.so
#LoadModule cache_module modules/mod_cache.so
#LoadModule disk_cache_module modules/mod_disk_cache.so
#LoadModule mem_cache_module modules/mod_mem_cache.so
#LoadModule dbd_module modules/mod_dbd.so
no change. also, there are no logs under /etc/httpd/logs to look at. it's a bit disappointing to start with arch like this. if anyone has any suggestions that would be appreciated.

updating glibc fixed the problem
