Nvidia mobile card capped at 35w

Hi, I have a laptop with a nvidia 1650 mobile, and since I installed the system I notice a terrible performance on things that should handle easily (usually games but it happens even with youtube videos).
I tried reinstalling drivers and checking that they were not the wrong ones, but it didn't help and yesterday I notice that the card is being power capped at 35w instead of the maximum 50w even though the card is at 100% utilization. (I used nvidia-smi to check usage and power drain)
I'm running wayland and using nvidia prime to run all games or gpu intensive programs.

I don't really know what other piece of info could be helpful, if something is needed I'll post it right away.
