can't connect to https://gitlab.archlinux.org/archlinux

not sure where to post this or go for help.
been having a problem all day connecting to site.

I've tried in firefox and chromium and i just get connection refused error

ping gitlab.archlinux.org gets me this:
PING gitlab.archlinux.org (213.133.111.15) 56(84) bytes of data.
From gitlab.archlinux.org (213.133.111.15) icmp_seq=1 Destination Port Unreachable

no problems with archlinux.org
ping archlinux.org
PING archlinux.org (95.217.163.246) 56(84) bytes of data.
64 bytes from archlinux.org (95.217.163.246): icmp_seq=1 ttl=48 time=108 ms

oh and i have no problem with other gitlab sites like https://gitlab.freedesktop.org

any ideas?

connected to my vpn and now i can connect to the gitlab site.  so i would imagine it has something to do with my ip address
