That's not an informative description. Please try to run gnome-network-manager from a xterm and post the output.

this is the output of nm-applet:
** (nm-applet:5137): WARNING **: <WARNING> nma_dbus_init (): nma_dbus_init() could not acquire its service. dbus_bus_acquire_service() says: 'Connection ":1.7" is not allowed to own the service "org.freedesktop.NetworkManagerInfo" due to security policies in the configuration file'

Well, obviously your system's dbus configuration disallows access. This could have several reasons, maybe you want to post the contents of /etc/dbus-1/system.d
Offline
So the content of /etc/dbus-1/system.d:
[root@OpenBox system.d]# ls
NetworkManager.conf avahi-dbus.conf dhcdbd.conf hal.conf nm-applet.conf
Edit: so, now nm-applet start but i always receive dbus error messages....
Edit2: Here we are the outpout:
** (nm-applet:21359): CRITICAL **: dbus_g_proxy_connect_signal: assertion `DBUS_IS_G_PROXY (proxy)' failed
** (nm-applet:21359): CRITICAL **: dbus_g_proxy_connect_signal: assertion `DBUS_IS_G_PROXY (proxy)' failed
** (nm-applet:21359): CRITICAL **: dbus_g_proxy_call: assertion `DBUS_IS_G_PROXY (proxy)' failed

OK, open NetworkManager.conf and search for the line
<policy at_console="true">
and add this line:
<allow own="org.freedesktop.NetworkManagerInfo"/>
That, at least, should fix your initial issue. I have only just begun to learn more about dbus, so I have no clue about the second problem.

Mmmmm no entries as <policy at_console="true"> in my NetworkManager.conf....
So here we are my NetworkManager.conf:
<!DOCTYPE busconfig PUBLIC
"-//freedesktop//DTD D-BUS Bus Configuration 1.0//EN"
"http://www.freedesktop.org/standards/dbus/1.0/busconfig.dtd">
<busconfig>
<policy user="root">
<allow own="org.freedesktop.NetworkManager"/>
<allow send_destination="org.freedesktop.NetworkManager"/>
<allow send_interface="org.freedesktop.NetworkManager"/>
</policy>
<policy group="users">
<allow send_destination="org.freedesktop.NetworkManager"/>
<allow send_interface="org.freedesktop.NetworkManager"/>
</policy>
<policy user="hal">
<allow send_destination="org.freedesktop.NetworkManager"/>
<allow send_interface="org.freedesktop.NetworkManager"/>
</policy>
<policy context="default">
<deny own="org.freedesktop.NetworkManager"/>
<deny send_destination="org.freedesktop.NetworkManager"/>
<deny send_interface="org.freedesktop.NetworkManager"/>
</policy>
</busconfig>

You should add the rule under <policy group="users"> or create a new policy section. I think the second way is the better solution, but I guess you have to play around a little here

i feel like i experienced a similar issue. did you try selecting the start gnome services on startup option under xfce? im not on my system right now so i forget where it is but do you know what i'm referring to? nm-applet worked fine for me after that.
