I tried launch Envision but it's failed with

Steam Runtime is a "normal" Tool you should be able to find from within Steam, maybe you opted into something wrong there.
But this sounds weird regardless. If you say reinstall, the only way to do that correctly is removing ~/.local/share/Steam, did you do that?

Yes, I tried reinstall from menu and manually. I can't choose anything wrong cause there is only one variant for install Runtime, but in still installing in -arm64 path
