Laptop power limits are set abnormally low

I'm using an Asus Zenbook UX435 with an i7-1165G7 and basically, the CPU RAPL limits are very low on startup causing severe throttling. I've tried using thermald but the limits it tries to set are not correct and cause overheating.

After doing a lot of things to get a grip on the issue, I posted all my results in an issue in the thermald repo.
I'm putting this here to possibly get more suggestions/solutions on things to try to figure out possible workarounds to Asus being an a**hole. If there are any users lurking here experienced in ACPI and power management stuff, I'd be glad to have your feedback
