Simply downgrading the linux kernel to version linux 6.16.3.arch1-1 solves the problem. Not sure where is the actual problem, it might be about a version mismatch between linux-firmware-amdgpu and the linux kernel itself. Maybe I should create a minimal working example. the journalctl -b0 logs has almost nothing different about the amdgpu module compared to the success case.

My issue seems unrelated, as one of the comments in that lutris thread says, the game works fine even with that issue. In my case, it works fine with linux 6.16.3.arch1-1 even when vulkan-tools is not installed or even when lutris says "Cannot create Vulkan instance." . updating to linux 6.16.4.arch1-1 causes that VK_ERROR_UNKNOWN issues. Tried a few more times, had the same issue.
Maybe I am somehow using my amd iGPU during the game, I should check that.

Basically, my issue is that this specific binary doesn't work with linux 6.16.4.arch1-1 , but it does work with linux 6.16.3.arch1-1

not working in the sense that, if you execute that sleepy-launcher binary while the LAUNCHER_FOLDER environment variable is set, you get the error I mentioned. If you start it without giving that environment variable, it opens a window, but clicking continue in that first window again gives the mentioned error. Also tried to select a different device with the vulkan-mesa-layers package, if I select the iGPU, I get similar errors but with a slight difference,
If I do the following, no window is opened,

Is the vulkan-summary output w/ the 6.16.3 or the 6.16.4 kernel?

the vulkaninfo --summary output I posted above is with the 6.16.4 kernel, however the output with the 6.16.3 did not differ as far as I checked.
Another interesting thing, with a different device (steam deck lcd, amd custom gpu 0405) I can launch the sleepy-launcher with the 6.16.4 kernel. I guess I should change the source code of the sleepy-launcher and try to make it work.

removing amdvlk and lib32-amdvlk (had to remove steam for that) and installing vulkan-radeon did work. Then I reinstalled steam with vulkan-radeon and lib32-vulkan-radeon
