vipw/vigr "no changes made"

most of the time, when as root (not using doas/sudo), I call vigr, I get "vigr: no changes made" even tough I did change.

I confirmed the editor is not screwing up with the file I edit... i can see on the status bar i'm editing `/etc/.vipw.123123` and I triple check it is indeed saved (save, then reload from disk, etc)

then, one in 10 times it will accept! the other 9 times it will show "vigr: no changes made"

what is worse, the one time it accepts my change, then it suggests to edit the shadow file, and the same problem occurs but now on the shadow only!

You are using shadow groups on this system.

'syncuser' is a member of the 'syncuser' group in /etc/group but not in /etc/gshadow
'syncuser' is a member of the 'users' group in /etc/gshadow but not in /etc/group

anyone have any idea what might be causing this? it is a pretty standard setup. Just an ext4 fs, no crazy setup on anything that might have files out of sync.
