keyboard requires window activation to use

After unlocking my desktop, input from my keyboard is not accepted until I do something to activate a window (switch, open, etc). Then it works fine.

I'm using Xfce.

What exactly does not work?
The keyboard focus is probably nowhere or on some helper window, but global shortcuts should™ work fine?

Edit: also how do you activate what exact screenlocker?
