Bluetooth adapter not loading

I have followed the instructions in the arch wiki on Bluetooth, however my bluetooth device does not seem to load, and bluetooth.service is enabled yet consistently dead on boot. For reference I am on a Thinkpad E485.

What is interesting is the line

usb 3-1: USB disconnect, device number 2

which seems to imply the bluetooth device connects then immediately disconnects?

starting the bluetooth.service manually and then bluetoothctl gives

No default controller available

I have tried the kernel options

rtw88_pci.disable_aspm=1 pcie_aspm.policy=performance

which don't seem to do anything either.
