Realtek RTL8852CE WiFi instability & extremely slow

I've just recently installed Arch Linux on a Lenovo IdeaPad Slim 5i 16imh9 laptop. I've noticed that the WiFi connection on my laptop is extremely unstable, jumping from 1.5Mbps to 150Mbps (with it usually hovering around 10Mbps).

The problem is definitely due to software, as running my speed test on Windows on the same laptop (dual boot on another disk) and on my phone at the exact same spot gives much better results (>150Mbps)

I've already disabled power management, but I'm unsure if it did anything helpful. I also noticed that on the rtw89 GitHub page (which afaik is the wireless driver that is being used by default) that Lenovo laptops may require additional settings, but I don't think that is the issue and I would like to exhaust other options first.

How far from the router is your system?  Your link quality is on the low side.  And, -79dB is fairly low.  I am 2 rooms and one wall away from my router and I get -60dB in the 5GHz band. 
If you are right on top of the router, I would expect higher numbers.


Edit:  What is the output of iw phy    ?
There may be data in there you may want to redact.   I note you redacted your SSID in the iwconfig output.

The iwconfig measurement was taken around 2 meters from an access point with a clear line of sight. When my laptop is directly in front of the access point, a new measurement shows that the signal level is at -68dBm.

The point is to set those parameters to disable the chips power saving (which you didn't according to the systool output) - whether there's an "accepted solution" on a system that's not yours, really doesn't matter.

Also, your channels are configured differently than mine  (Mine is the US regulatory domain)

I had similar problems with wifi. For my RTL8852BE card, the 70-rtw89.conf provided from https://github.com/lwfinger/rtw89 was not enough. So, in

/etc/modprobe.d/70-rtw89.conf

there is

options rtw89_pci disable_clkreq=y disable_aspm_l1=y disable_aspm_l1ss=y
options rtw89pci disable_clkreq=y disable_aspm_l1=y disable_aspm_l1ss=y
options rtw89_core disable_ps_mode=y

Wifi stabilized with > 900Mbps.

Just added the conf file and rebuilt my initramfs with indecisive results. My WiFi is still very unstable with my laptop being anywhere from being completely disconnected to having ~700Mbps down. My upload speed is also inconsistent from being 10-100Mbps.

I've also noticed my WiFi download speed has bad "acceleration", where my download speed will stay at a much lower speed before jumping to its actual speed (usually 4x faster). This does not happen on my phone and my desktop that is on Ethernet.

There's no sign of roaming or instability but the journal covers only ~1m after the the connection to the AP.

Yes, just checked it again and the changes were applied.

I've noticed that at my school, the download speed can jump from 500Mbps on one day to 50Mbps on the next. Will try to monitor the WiFi performance further.

I've installed a fork of the rtw89 drivers that is meant for USB WiFi adapters but also support some PCIe adapters, including my adapter. My WiFi has stabilized immediately and remained so for the next few days.
