Sway multiseat: Every application has its own separate clipboard

I am using the Sway Wayland compositor and I have 2 seats enabled. Every application that I have tested (firefox, alacritty, telegram-desktop) has its own separate clipboard. I have tried both:

wl-paste --watch wl-copy

wl-paste --primary --watch wl-copy

which the arch wiki recommends for synchronizing the clipboards, but neither of these commands fix the problem.

The only thing that has worked is copying something in `telegram-desktop` and then pasting it using `wl-paste --primary` or `wl-paste`.
