Why Arch doesn't use the default KDE Plasma SDDM theme?

Why Arch uses (what I assume to be) the default SDDM theme, instead of the default SDDM theme of Breeze from KDE Plasma when KDE Plasma is installed?

Aren't they both defaults? If so, KDE Plasma's Breeze theme should be the intended default for users who installed KDE on top of SDDM.

No, there is only one default. And Arch doesn't customize anything on behalf of its users.
