I installed a new package, created a desktop symbol, unlocked the symbol position, moved it to the desired position, locked the position again and restarted Plasma.
The change has been reverted by the system, the symbol is shown on the original position again. Cold boot doesn't help either.
Not a fix but I could move the symbol to the desired position by manually adjusting the position setting in the file ~/.config/plasma-org.kde.plasma.desktop-appletsrc in paragraph [Containments][29][General].

Crash on exit causing ~/.config/plasma-org.kde.plasma.desktop-appletsrc to not be updated when plasma terminates?
Check the timestamps after leaving the session and the system journal on whether plasma crashes on exit.

Plasma did not crash, journal shows no abnormalities.

And do the timestamps of the config reflect an update when leaving the session?
(You'll have to check that WITOUT! logging into plasma before!)

When I logout I can see the same time stamp of this config file as it was shown while running Plasma. After re-login it shows a new time stamp (time of login).
When I change the symbol position the config file is rewritten but it does not reflect the new icon position. After a restart the original position is restored.
System is fully updated with Plasma 6.5.4, kernel 6.12.63-1-lts and Mesa Intel® HD Graphics 530.

If plasma also doesn't update the timestamp after moving the icon, there's your problem.
What happens (to plasmashell and timestamps) if you "killall plasmashell"

Plasma does change the time stamp after moving the symbol but the relevant content is not changed.
Where would you like me to apply the killall command, in a tty (after / without logout) or in Konsole?
