Numlock Disabled on Budgie Startup

Hello,

Some UI updates came through a few days ago and among other things, numlock is no longer enabled when I log into my user desktop.
Steps I have taken:
- I've visited the wiki page: https://wiki.archlinux.org/title/Activa … _on_bootup
- I've implemented sections 1.1, 1.2, 2.1, and 2.4

At this point, numlock is enabled upon power up and boot. However, it disables once I reach the startup screen. This suggests to me that the mkinitcpio and systemd solutions are working as intended, however it seems that something is going on with my desktop environment (Budgie) that has not been resolved by implementing the 2.x sections. I've tried working through other parts of the wiki page but in many cases, the discussed modules are not on my system and I'd like to limit the amount of extraneous software I'm downloading. If someone has any ideas for a direction to poke at, that would be much appreciated.

Perhaps coincidentally, ever since I've had the numlock issue, having the terminal open has started causing my shutdown process to hang; previously I'd shut down my system using the shutdown command but now doing so my system runs a stop job before eventually turning off while using the UI with no open terminal sessions shuts the system down immediately.
