I am setting up a mirror at Southern Utah University, and in light of recent events need to know how to become an official mirror, also if there are any official rsync scripts or not. Thanks!

The closest you're going to get to offical rsync scripts are on the wiki. There are some decent suggestions there.
Also, take a look at the pacman-dev mailing list to see if you can get your mirror added to the official mirrors list shipped with pacman.

Thanks! I will do that, if all goes well the SUU Arch Mirror will be deployed by the end of next week, (I am very excited, we just got our hand on a 3 Gig pipe and want to put it to work!)
