Games that use Steam Linux Runtime 1.0 (Scout) fail to launch

When trying to run games with a Linux version, they will fail to launch with the error "Compatibility tool failed". When forcing the compatibility tool to use Steam Linux Runtime 1.0 (Scout), it will fail with the same error. A consistent test bed that I've been using for this is Aperture Desk Job.

Steam Linux Runtime 1.0 (Scout) will not install, as the install button is greyed out. Trying to validate the files returns "All 0 files successfully validated".

I launched Steam via the terminal and then tried to launch Aperture Desk Job, and this was all of the output in the terminal:
