5GHz access points with iwlwifi

I am creating this post to ask questions about the current situation regarding the iwlwifi driver issues that prevent wireless network cards with intel chipsets to function as access points on the 5 GHz frequency.

Expected behavior

The access point successfully detects the regulatory region, gets confirmation by detecting other access points advertising on the 5 GHz band, and starts fulfilling it's purpose.

Intended use case

Creating a wireless access point to bridge a LAN-only router with wireless devices on a 5 GHz band.

Quotes from the wiki

The arch wiki article Software Access Point explains the following:

Since 2019 most Intel devices will no longer provide AP services on the 5 GHz band, due to the firmware mistakenly leaving the Location-Aware Regulatory (LAR) feature enabled even in AP mode. See #Cannot start AP mode in 5 GHz band.

and

Note that recent Intel devices have a Location-Aware Regulatory (LAR) feature, which ignores the userspace regulatory database and instead deduces the regulatory region by listening to other nearby access points. This means the devices will not transmit on any 5 GHz frequencies until they have first seen other access points on the 5 GHz frequency bands, preventing any 5 GHz transmission at all in many cases. Older kernels had an option to disable this which was removed in 2019 due to it causing the firmware to crash. Since this removal, Intel cards supporting LAR can no longer be used as access points in the 5 GHz band.

Unclear sections

Even thought the wiki states that newer Intel devices should not be able to provide AP services on the 5 GHz band in the first quote, the second quote leads me to believe that it should be possible.

If the underlying issue is that the 5 GHz band is disabled unless other nearby devices are advertising on the 5 GHz band, then I don't see how that should pose an issue in my situation, since I live in an urban area with multiple 5 GHz wireless connections being advertised by other routers nearby. Admittedly, I don't understand the drivers and the network stack well. This is just a conclusion I came to from researching hostapd.

Suspected issue

The underlying issue seems to be that the drivers can't detect the regulatory region (AT, Austria) and refuse to advertise on a 5 GHz band as a result. I suspect that solving this issue could make the expected behavior happen, since other access points in my area are advertising on a 5 GHz band.

The output above shows that the regulatory region comes from the userspace database, which is not what the iwlwifi drivers look at with LAR.

Attempted solution

iw reg set AT

Setting the regulatory area manually executes without errors, but nothing changes.
Forum posts such as WiFi: `iw reg set US` Has No Effect go over the same issue, but suggest to disable LAR through kernel module parameters, which is not possible since 2019 according to the aforementioned quote.

TLDR

Intel drivers refuse to allow for AP mode in a 5 GHz band with userspace database configurations for the regulatory region. Can this be solved by fixing the DFS-UNSET status?

On another note, are there some better options for my use case (see header; Intended use case) such as buying a different network card?
