pacman - kernel linux-lts update error

Today pacman did something unexpected.

If you are not doing kernel upgrades you should also block the headers, of course partial upgrades are not recommended or supported.

On the surface it makes sense to avoid partial install/update.
But in case of headers in general I may be doing development, and like here I may need linux-lts-headers installed regardless of linux-lts.
Perhaps pacman, knowing linux-lts to be ignored for install/update, should be smart to ignore any linux-lts related work like dkms, etc ?

pacman doesn't do DKMS, some alpm hook does.
It's for the most part ok to stall kernels (after all you might have random kernels installed you're not even booting) but the header package (if provided) needs to match or doesn't make any sense itfp and will get you these kinds of problems.

nb. that those are NOT linux-api-headers, you do not need linux-lts-headers for anything if you don't have linux-lts as well.
