Mirrors sync time
Do the mirrors sync at any particular time or just when they get around to it.

Mirrors decide for themselves, if and when to sync, as far as I know.
It strongly depends on the sync policy of the servers, which host Arch mirrors (which are oftenly servers of universities or the like).
