You can get this menu by F1+ALT.

Not without some work. You can either replace Metacity with xfwm and xfdesktop or you can install a third-party app, such as grootmenu.

how 'bout using Openbox _with_ Gnome ?
if you don't know how,
first install Openbox and some utils,
pacman -S openbox obconf menumaker
then do what pacman tells you (about moving openbox config files)
as user:
mkdir -p ~/.config/openbox/
cp /etc/xdg/openbox/rc.xml ~/.config/openbox/
cp /etc/xdg/openbox/menu.xml ~/.config/openbox/
then (from Gnome) hit Alt+F2
type:
openbox --replace
to replace metacity with openbox
if you wonder where are the menu items in your OB right-click menu,
as user:
mmaker -v OpenBox3
to create a menu with all your apps.
(with an optional -f to force the generating of the menu (if a old menu refuses to be overwritten) )
If you choose to save your session on logout, it will use OB to replace Metacity after your next boot too.
I used this method only once, ages ago, so don't hold me responsible of anything..
